Is it bad to reapply to the same graduate school over and over again?

If a graduate school only requires a 2.3 gpa to get in, is it a bad school?

there are plenty of good schools that have lower requirements, and this doesnt mean that the school is bad, im sure u can still get a great education there especially if this is a school you like, its probably just that u wont get any name recognition for having attended the school, and a lotta people care about having that recognition.
