Can I transfer universities in 2 years?

I am a freshman at UC Merced. It' s really dead here. I am planning to transfer to UC Santa Barbara in 2 years... I wanna be a Junior there. Is this a reachable goal? And I will try my best to get the best grades possible to transfer. My major is natural science but I am planning on switching to chem (possibly) But is the transfer going to go through?

As long as your grades are high enough and they allow transfers, you can transfer at anytime.

2 years is actually the norm for transferring. Less than 2 years is more difficult, with less chances of getting accepted. GPA and classes is still very important
