Would 13 credit hours be too little?

Is 13 withdrawals alot if i ahve over 220 credit hours?

    What counts isn't your hrs but your overall GPA and letters of recommendation from the right people. More credits will only take up more valuable time. Are you a "professional student" type as that many units and your "(not extremely competitive programs)" statement sounds that way which will not make it easy to go further.

It shows that there is at least a 15% chance that you may not complete all required courses in the specified time frame allowed to earn the Advanced Degree. In other words, your a Flight Risk... high probability that you would be a Drop Out, so your chances are very slim.
