Will I get into the University of Florida?

Okay so all I care about is getting into this college. My sister goes there now. White, upper middle class, single parent, will have 4.31 UF GPA, Eagle Scout, Interact Club, English Honor Society, Spanish Honor Society, NHS, Sea Scouts (positions in troop are Yeoman, Purser) Youth Group, Young Republicans. I haven't taken ACT or SAT but will be able to get a 28 ACT first time most likely. Do I have a really good chance at getting in?

You have good credentials (not sure why white, upper class, single parent has anything to do with you getting into the school... just so you know sometimes there is special consideration for underrepresented groups in the population ethnically, and socioeconomically), but keep in mind that most students have your profile. There is a lot of competition and due to lowered state assistance, state schools are becoming more selecting. since you have GPA above a 4.0, I am going to assume you take AP and or IB courses and have made good grades in these classes. The most important thing is it continue to take challenging classes and also do other things outside of school like working a part time job since time management is a good skill and it is clearly shown in students who have worked a few ours outside. Lastly, it wont' look good if you are just a member of all of those organizations, but not an active member. Schools are very aware of the organizations in high schools and they also know some students get on the roster just so they can say they were part of the group. My advice is to stay active, keep your grades up, and do well on your standardized tests so that you can be as competitive as possible for admissions.

It depends on who is on the panel during the admission meeting. Really, it's all about luck. I got to sit in at a panel admission session for UVA (University of Virginia) and it's like bargaining literally. One person might like you because of your SAT score or your future plans. You just never know for sure. Keep doing what you're doing now and make sure you get some volunteering hours too. Do something productive during the summer that you can talk about during your interview with the college.
