How to get my disc to work?

I have a DVD-RW disc that has some video footage on it and when I place it in my computer or dvd player it recognizes that theres 1 Hour of video footage on it. So when I press play or inster the disc into my computer and start it, it will start for 2 seconds and then stop... The disc does have about 7 very minor scratches on it and its only about 6 months old. Can anyone help me get my disc working, or is there any way I can extract the files from the disc?(When I try to copy and paste the files it always says "cant read from scource file or disc")

The scratches may look "minor", but could easily be bad enough to prevent the disc from playing. Have the disc polished at a store that uses a machine. I recently paid $1.98 per disc to have 3 DVD's polished; they came out like new and play perfectly.
