How to track a vehicle or cell phone's proximity to me?

Hi there, I am a total newb so I would love your help. I am looking for a device which I could place in a car and a corresponding device which I would keep with me. Ideally, the moment that the device in the vehicle comes within 1.5km of me and my paired device would start beeping to alert me that the vehicle is coming towards me. Does this exist? What is it called? Must not be too expensive as I could end up losing the device for the car. Also the vehicle I want to track has gps navigation and I have an android phone, could I track it that way? Could I track the person’s iphone? Thank you so much for your help! Danielle
