How do I make a RCA to VGA cable?

Does the Toshiba Satellite l655d-S5109 support tv-out through VGA if I get a vga to s-video cable?

My parents just got a Toshiba Satellite l655d-s5109 laptop, and they want to hook it up to their tv, which is a little on the old side. The TV has s-video, rca, and component inputs only. The laptop only has vga-out. I saw where I can get a simple VGA to s-video cable online for like $5, but it says to make sure your graphics card supports TV-out. I cannot figure out whether this supports tv-out or not. Does anyone know if this will work? I'd like to figure out before I order and get this cable shipped.

You need to read the user manual for that computer.If it doesn't specifically say it can,chances are higly likely it cannot. You should be considering VGA to TV converter box instead. They are almost guaranteed t work,
