What webcam should I get?

For a while now, a bunch of my friends have been telling me to get a webcam, and my parents said that if i can find one, they will let me get it. The only problem is, I know absolutly nothing about webcams. I do have an idea of what I want though. It shouldn't be too expensive (less than $60). Also, it need to be able to work with a laptop (a dell inspiron to be exact) and possibly a normal computer. I would also like if it had cool features such as being able to take still pictures, and give the video cool effects. I was also wondering if certain webcams only work with certain video chatting sites. If this is true, I do NOT want a webcam like that. Thanks!
