just got a used ipod 4th gen. from a pawnshop but the ipod has a password set up from the other owner how can i reset it to factory settings or delete the other owners accounts, i have done my own account on it but still shows her as the owner

Recovery will still ask for the password you need to put it in dfu then restore with itunes
To reset the iPod to factory settings and wipe out everything but the basic preloaded information on it, hold the lock button and home button down together for like ten seconds. it should look like it's restarting and will tell you to plug the iPod into your computer. :)
