Does DVD decrypter take out the copyright once and for all on the dvd?

Answer:
It doesn't remove copyright, which is a legal status of the contents of the DVD as a copyrighted work. The copyright is basically a declaration that they creators or studio actually outright owns the work, and your possession of it is under certain limited use terms. All the software does is remove/defeat copy protection, technically allowing a duplication of the work.
