How do I make a RCA to VGA cable?

Does anyone know how to make a vga cable into a rca?

• I want to make my computer monitor into a tv but I need a vga to rca cable and the local electronics store does not have them. Is there any way I could just cut off one end of a vga cable and solder on some new ends? how should I go about it?
