Tips to keep my apartment cool during the summer PLEASE HELP?

Apartment lease, I need advice , tips or help?

• I was suppose to move in my apartment today. Got my keys at ten but the apartment guy who I signed my lease with said I couldn't go in till about 30 minutes te most because they were just finishing up with vacuming the place. 45 min go by and I go up to see what was up. He pokes his head out the window says just a little longer then closes the door. 25 more minutes and I go up with my mom. He let's us in and informs us that their is a small bug problem he was trying to kill but someone would come spray on monday. We move our stuff in and come back to see after moving the fridge that it's a complete infestation. I can not move in my apartment now due to the roaches everywhere. Is there something I can do like request a different apartment because the apartment was not ready for my specioc move in date and is a health risk??? Please help

  Have you moved your things into the apartment? If so, the roaches will get into the cartons. Are you renting the apartment from a property management company, or is it one owner? Put something in writing as to the condition of the apartment, and that you want to transfer to another unit due to this infestation. If there are apartments on either side of yours that have roaches, spraying your apartment will not get rid of them. They will have to perform what is called a " block spray". Which means that surrounding apartments beside and / or adjacent to yours will need to to be sprayed, and most likely, more than once. In your written letter, you can also state that you will be calling in the City Health Inspector. In most cases they will visit and report their findings to the Property Manager/Landlord. Good luck! I hope the Landlord will comply.
