In connecticut, is it illegal to rent out your basement?

I have a basement downstairs. And I was thinking of renting it out as an apartment. It has it's own bedroom and bathroom and heat gauge. Also thinking of installing a kitchenette. Are there any legal concerns with this arrangement? Is it illegal to rent out the basement in the state of connecticut.

That would be up to your city or town zoning board, not just the state. Most communities require two means of egress (entrance and exit) to any rental apartment. There may also be rules about proximity to the heating system. Pay a visit to the nice people at your Town Hall and they can tell you all about it.
You need to find out the laws for your state and town. You can go downtown and ask the town clerk how you can find laws for renting out a room. It might be illegal unless you have your home set up as a 2 family home through the town. Which means you might have an increase in your yearly taxes of your house, so keep that in mind.
