What should you do if your landlord doesn't pay the water bill and your water gets shut off?

my cousin is only required to pay electric. the owner is suppose to pay for everything else. well, he didn't pay the water bill and now she has no water. what can she do?

I would call the water company and see if you can pay to get it turned back on than take that amount off the rent.

Don't pay the rent.
talk to the local housing authority or which ever agency inspects rental units for adequacy on the municipal level.
Did she contact the landlord? What did they say? Did they have an explanation? Have them contact the water company and get it resolved immediately! If they don't contact the water company yourselves and then you may have to sue the landlord for the default.
Call the landlord and explain this. If no real answer, then let landlord know you will pay water bill, its usually cheap. Pay for it and get receipt, send next rent check, minus that amount you paid for water with copy of receipt attached.
