What to offer on a foreclosed home?

The house is assessed at $162,000, on the market now for $94,900. Pending inspection, what's a good offer to make? It does need some updates but is technically just about move in ready after some good cleaning.

The list price does not matter. And I the tax assessment is not a good indication of market value either. Look at the comparable homes that have recently sold and use them to estimate how much you should offer.
