How can renter pay the last month electricity bill?

The renter is moving out in about 30 days. However, I am wondering how can I make sure that the renter will able to pay the last bill (For example, he moves out by the end of 9/15, and how can the electricity company ask him to pay the 8/15 to 9/15 bill)? Do I keep the deposite and pay for it and return/refund all the remaining funds to the renter? I live in Virginia and currently Dominion is the electric provider.

That is between the renter and the utility. You have nothing to do with it unless this bill is in your name. If you want juice in the place after the tenant leaves you will need to put the service in your name effective after the tenant leaves.
