Who is responsible to pay water bill in a rental?

My landlord sends me the water bill for my single family home rental. It is in his name. Yet, I have been paying the bill for my entire stay. Almost 2 years now. Am I responsible to pay for this bill? If not, am I legally entitled to get my money back from my landlord? It does not state anywhere in the rental agreement that I am responsible to pay the water bill. It does state that I do have to pay utilities. The electric and energy bills come in my name though. Any information would be helpful!

In most cities, tenant unpaid water bills default to the owner's annual property tax bill. By paying the charges himself, the landlord is taking charge to insure that the bills are paid.

Water is a utility and just because the landlord has it in his name does not mean you can get your money back. Where I live, the only way the name on the account changes is when the property is sold. The meter and the bill remain in the owners name, and the owner can pass the cost on to tenants.
