Can I refund my ebay fees?

Paypal - I can't refund? HELP?

Hi there, I am having difficulties refunding somebody who bought tickets for take that on 30th of October 2010 (along time ago). The tickets are scheduled this July tour, i have recently been phoned by the ticketmaster saying he is unable to supply us the tickets (which is ridiculous) I've tried phoning them back but its as if they are trying to avoid me, and i can confirm they have paid the money back. I have sent a email to the buyer but why isn't there a refund option? also when i refund do i recieve all my fees back from paypal and ebay? please help me
Answer:

Answered elsewhere (there was no need to post this 6 times). The refund button ceases to exist after 60 days. Use the send money tab.
