Why cant I use the money I have in my Paypal account?

I recently sold an item, and recieved payment through paypal, I then went to my local grocer and got a Netspend visa card, as I have used netspend with paypal before I figured there would be no problem. Now Paypal doesnt want to authorize my card as a debit, or a checking acct(through instructions I got from netspends site). I cant even spend the money on sites that accept paypal (aperantly I need to have an authorized card even for that) I cant get a 'real' checking account because of credit problems(all banks either want a huge deposit, or direct deposit, neither of which I can do.) Is there any way I can use this money...anywhere? lol

two options: Apply for a Paypal debit card, open a savings account and direct deposit your balance to it from Paypal
