How can I transfer money using Visa Card-to-Card?

Hello, I have 2 questions. How can somebody from other country transfer money using his visa Card to my Card? I have seen Card-to-Card Transfer feature in my Bank's ATM. is that possible? (I cannot use Paypal because it cannot recieve payments and I cannot use Moneybookers because a US Citizen cannot transfer money to me. Also I tried AlertPay, it says my card issuer has declined the transaction) Second, When I want to activate "Verified by Visa" feature, it says My card is not eligible. My Card is a Visa Classic Debit card. How is that not supported! ?

Not every card is eligible for all the features you see advertised. This is especially true when national borders are involved. Ask your bank what your card is capable of.
