How do I go about to apply for a Visa Gift Card?

I registered my visa gift card on PayPal and it refused to go through. what do i do?

A few days, i registered a different visa gift card i had on PayPal and it worked. today, i went out and got another gift card in order to pay for my items, and upon registering my debit card, PayPal refused to accept it. There was a message at the top regarding something along the lines of, "the card holder will not let you check the billing address of this card. Please contact the card distributor." I am unsure of what to do. Please advise. I was also charged $12, and would like to know if PayPal will refund the charge.
Answer:

Call the customer service number and ask them what is going on . I think Paypal has to verify your billing address and identity to prevent fraud either from your bank account or personal credit card not from a gift card.

I have my visa gift card attached to my PayPal account too. The address registered with the card must match the address with PayPal.
