Someone charged my debit card using Skype, and now I can't contact them. What do I do?

Last week, I got a call from my bank saying there was suspicious activity on my debit account. I logged on to see that $18 had been charged to Skype. I called my bank, and they sent me a new card but didn't refund the purchase and said I had to contact Skype. Well, there is no number to contact them. And I need to log in to send them an e-mail, except I don't know the log-in information the person who used my account signed up with! What do I do?

Answer:
this may sound silly but try to add the same person using your different skype account, if they are on then ask them.
