You ask an interesting question. Will the cost of tuition go down? I'd say probably not, but college will be less affordable. It will be more difficult to take advantage of grants and student loans, therefore it will be more difficult to come up with $30g a year.

It may in a very small number of City Colleges but not for most Colleges. What will happen is Student Loans will become more expensive and more difficult to get.

I can't imagine that it would. What it will do is make it much harder to get student loans.
