Identity Thieves signing up for credit card?? Question?

ok so my best friends family got hit with identity theft and i wanna learn more about this to support him. they found out that someone signed up for a credit card, got the card, used the card and now they are stuck with the debt..fighting it of course, they think someone got a hold of their social security, and knew where they lived etc so someone close they suspect Q: can you open a credit card account using someones SSN under a different name? or did this person just use my friends real name( really really dont wanna ask him he might think im more amused than concerned ) and did he need to be close enough to know their birthdate and address? if this ahole opened up a credit card account online and got a card/activated it it means he got the card physically ..i can understand sending it to a differ address ( like what happened with him ) but cant you track the IP address of the thief applying for the credit card? cant police get that ip the used to apply for card and nail the guy. like what if they guy used his own pc and applied for the card with the ssn why can we not go look it up and bust him also this guy apparently just went around the mall on shopping spree with the new credit card which i still dont understand how he activated it..to my understanding you have to call them? and your number unless your using a payphone would get you busted right? also wouldnt a camera catch you and you find them..this guy ..its like he didnt exist its not right

You deal with sending notices to the credit bureaus and the individual credtiors to report the ID theft and close the accounts. You need to make a police report but frankly the police won't be doing any investigating. Most ID theft turns out to be a relative or friend with access to your personal info.
