Answer:
You don't own Runescape. Therefore you can't sell something you don't own. Scammers know this and commonly target sellers to steal their accounts from them. (Even if they actually pay you, they can do a chargeback and Paypal won't defend you.) From a buyer's point of view, if they don't have a credit card and pay with an echeck, Paypal will immediately start a transfer. Their account will reflect that the transfer is in process, but it may take 3-5 business days to actually happen. From the seller's point of view, you should see that a transfer has begun, but is not complete. Once it's complete, the money will still be held by Paypal for 21 days, but you are expected to ship immediately. BUT, let's review. 1. Your bill to them was $30. After Paypal takes it's fee, you will get $28.83, but you say there's absolutely nothing on your side. 2. Their account us showing $23.79 was transferred. What about the other 6.21? I see $20, $3, but not $6.21 as an amount that was already in their account. 3. Ask them what email address they paid. if it's the same as the one you *are* using with Paypal, I'd say there is a scam.

there has been no payment of any kind if there is no transaction number shown when you check your account. do not accept any emails of any kind as proof of anything. paypla will send a legit email when the funds are TRULY available. dont even trust this one until you verify it.
When doing sales over the internet always get a number of the transaction. This is the only way to track your item. Hope you get this straight.
You got scammed, but that's why you can't sell runescape accounts in the first place. The scammers know this and target kids that don't know the rules. You can report the account stolen and recover it. (Yet another reason why accounts can't be sold. Most scammers will "sell" accounts and then recover them after they are paid.) If you don't want to play Runescape anymore just let the account lay or give it to a friend.
