Firstly, this is not a PayPal scam. They provide an excellant service ~ bit expensive for the sellers, yet a good service. People that are selling on line need to consider shipping in all cases. Most sites that are advertising outside of the North American market also have International shipping notices. That an international shipping cost would need to be identified. If you have not actually received the funds as said here. contact the buyer once you have found out what the costs are to send the item to the buyer where they live. If you wish to stay in good stead with PayPal for the future; work this out and take a loss. If you walk away, PayPal has a long memory. Its better to work things through.
Well, if PayPal says you can't refund his money, then you can't. It still sounds like a scam to me. Anything with Nigeria really smells like a scam. And how'd he send it to an old account? Maybe on purpose, so he gets the money back when PayPal realizes the money can't be credited, yet he still hounds you for a refund? Report all this to the security people at PayPal. Also--though I've never had any success in communicating with CraigsList (they refuse to respond to any e-mails I send), you should report it to them as well. But if PayPal investigates, per his request, either they'll conclude that the money never reached you, in which case you owe nothing, or they'll credit your account, so that the money can be refunded. Just report it and let them handle it. I'm sure it's not the first time. Just, whatever you do, don't send him $400 of your own money. Hope that helps.
