What does it take to become a professional car test driver?

  I'm not sure. It depends on the company, where they are headquartered, and whether or not they have safety/manufacturing facilities in your area. You say on and off the track, I'm assuming that means you drive on a track and race somewhat regularly? You probably need your professional driver's license. This comes after a certain amount of time being registered to race AND winning a certain number of races. In your spare time, look into events called "Street Survival" they are often sponsored by car manufacturers and they teach exceptional amounts of defensive and recovery techniques.
