What do i need to use an electric scooter?

i absolutely love these electric scooters, and i want one! I heard that you don't need a licence or insurance or anything to have one. Is that true? Because if it is, that's amazing! but kind of confusing. Is there at least a basic rule book or guide line i would have to follow to use one? road safety sort of thing? because i'm sure you got to have SOMETHING, at least a drivers licence right? do i need to be of a certain age? (i'm 17). what do i need to use one of those? because i can't imagine being able to drive one with nothing at all. Or is it like a bike, and no one cares how you use it, you just buy one and ride it, no legal qualifications.

There are absolutely no requirments, no licensees no nothing. Just go buy one and have fun. You cant ride them on main roads of course.
