  Assuming both your timing and funding are somewhat tight, you should think out of the box, it's unlikely that you can invent another type of prime mover to power the cars of tomorrow - we need an idea now and a solution tomorrow. So build a credible proposal around good city planning with some of the available roads dedicated to bycicles and e-scooters, conveniently arranged pick-up and leave facilities at the town outskirts, affordable for most people. Senior citizens would have golf-cart-like vehicles or e-cars available on long-term hire. The bike routes would be protected from weather, depending on the local climate. The service would be paid for by smart cards, points collected and used in other community services such as gas-powered buses, trams or LRT's. If well run, this might prove sustainable in the long run. Similar ideas have been put into practice in several cities in Europe.
