I have a learners permit, can i drive with my brother who is 20 in the state of PA?

he has a license, he's just not 21 yet. he turns 21 next month. is it legal for him to teach me when my parents aren't around?

Answer:
No. You have to wait until he turns 21 before you can drive with him. From the Pennsylvania Driver's Manual: "REMEMBER: A licensed driver who is at least 21 years of age or a spouse, guardian or parent who is at least 18 years of age and holds a driverʼs license must ride with you in the front seat of your vehicle at all times. In addition, drivers under the age of 18 cannot have more passengers in the vehicle than the number of seat belts."
