Fix front bumper on volvo big rig?

The screws that hold bumper to frame of truck was plucked from plastic of bumper. The bumper has a fake like chrome bumper that makes it seem like its metal but its plastic. Does that come off to reveal the screws holding bumper to frame. Im sure i can fix bumper by using washers over the holes that the screws was plucked from.

Which model? The new VNs have 3 pieces bumper. Pry off the 2 square pieces on the front to reveal screws.
