Can I get the title of a car when the owner moved away?

A guy a selling a car as a parts car because he doesn't have the title. He has the bill of sale but the owner before him moved out of Pennsylvania to Florida. It is a PA title. If I buy the car would I be able to somehow get the title? I would like to get the car because it's too nice to be parted out and it's a decent price.

Without the title signed off by the registered owner you can't get the car ownership listed in your name.

Call local tax office-vehicle registration. They should be able to tell you how to file for a lost title. The guy who bought the car will have to provide the bill of sale and identification (driver's license).
