Can I get a USA drivers license without living there?

I am not american, but I want a usa drivers license as I want to get a car there and register it to my uncles house in florida. Is it possible to get a license even though i dont exactly live there or anything? also the state Im planning on getting a license is NY or Michigan. I notice to transfer a michigan license to a florida one, they say michigan is only good for a 2nd ID. Does that mean I would have to do the florida test even though i have a michigan license ?

In most states you will need to have either a birth certificate (USA ) Also a valid US Pass Port, take a drivers permit test, and a drivers driving test. Must also provide proof of automobile liability insurance. And address proof. You! must have a license for the state you live in.

There is no USA drivers license. Driver's licensing is handled by each individual state. You must be able to provide proof of residency in a state before you can apply for a license in that state. If you can furnish the proper documentation as required by the state, you can apply for a license.
