Bought a non-stolen car with a lost title, how do i get the title and get it licensed?

i just bought a cheap, $100 car thats been passed around from person to person and the title got lost somewhere in between i have a bill of sale from the guy who had it to me, stating that it is non running and sold for $100/ its a project car, ive called the dmv with the vin before i bought and the car isnt stolen, but im not sure how to get the title and registration transferred over to me..

need to get the last registered owner to apply for a lost title. Then transfer to your name. start with a title company or triple A

Have a garage owner/friend put the car in storage & then have an auction sale (for unpaid bill). You be the only buyer & then you can get a title on it.
