Do i have to take the driving test at the dmv to get a drivers license in texas?

I read something that said that you didnt have to take the driving test if your instructor tells them you dont need to... But with all of the laws changing and all i was not sure if you could still skip this part to get your license

Between the ages of 18-25 you must take the driving course to get a driving license in texas. You can do this online or an actual classroom. Once you take the course, just go to the DMV and take the driving test. You should walk off with your license.
