My license is suspended in Oregon, but i've moved to Texas, will i be able to get a new license?

my license in Oregon was suspended because i was unable to pay off a traffic ticket. I've since had to move to Texas. will i be able to get a texan drivers license? Will the fact that my previous states license is suspended be an issue? will i have to take a driving test? does anyone know what happens?

Suspended in one State, suspended in all States. You will not be able to get a license until all fines and fees are paid.

Darn right it will be an issue! If your license is suspended in Oregon, you cannot even apply for a license in another state.
