You only gave someone some money for a camper. You don't own a camper. It is not your responsibility to get a title. That is the sellers responsibility. Your responsibility is to make sure that you have a valid, clear, merchantable title in the sellers name in your hands before you fork over 1 cent. Get that title now or return the camper and demand your money be returned. If that fails, turn them in to the authorities.

Just go file for a lost title at your motor vehicle department. Write down all the numbers and brand/model of the unit that you can find and take them with you.
You should not have handed over the money until they had the title in hand. Not a lot you can do since they technically still own the camper. Only the legal owner can apply for a lost/replacement title. Make nice with them and maybe they will come around to get it done. Aside from that...you are hosed. The police won't be any help as this is a civil matter.
then you don t own it yet, and why you would buy ANYTHING IN THIS SOCIETY WITH NO TITLE IS BEYOND COMPREHENSION. there are so many con men thieving lying butt wipes, I hope you did not give any money, I am willing to bet, there may be a lien holder on that title, if you gave the guy a check, at least take him to small claims court and force the issue, if there is a lien holder you may never get the title. go to the dmv, and find out it it has a lien on the title.
I'm not sure how this works in your state but in most states you can file a "Junk Vehicle Affidavit" or file an "AVR" or "Abandoned vehicle report" . The local authority/sheriff will give you the last known address of the current registered owner and then you just mail them a notification of asetts seizure(all of the papers are provided for you by the dept. of vehicle licensing). When you have followed the instructions you take the forms in and get a new title in your name. This is usually a free service in most states. Maybe a fee for the new title. Good Luck
