If its gonna be under my parents name, can i still drive it, only drive to and from school, is it necessary for my name to under the policy for me to drive?

Answer:
at your age you have to be under the parents name/the insurance company cannot issue you a policy/put all in parents and get listed as a driver////your a minor

To be legal, and avoid the possibility of legal problems (i.e. tickets, law suits, jail time, etc.) if an accident occurs, whether it's your fault or not, you do need to have it insured... It would be much less expensive in your parent's name, and when insuring it just have them tell the agent that you will also be driving it occasionally, perhaps to school and back... But either way, legally, the law says it has to be insured.
It depends on your state regulations, but you probably can't enter into a contract like this as a minor. The best thing for you to do is have your parents insure the car under their policy. They'll be listed as the primary drivers of the vehicle and you will be added as an additional driver for short trips. This should lower the cost of the insurance premium. If you want a policy in your name, I would wait until you are 21 and have established a safe driving record. Usually you get a small rate reduction at age 21 and a major drop at 25 if you've been a good customer and have had no accidents / tickets.
Don't quite understand what you want to do. You can get your parents to go to the insurance company and include your car under their insurance to an insurance company, which will still cost a lot more than they were paying. You can't go by yourself to an insurance company and tell the insurance company to put your parents name on the policy and you are going to drive the vehicle.
It just has to be insured by someone to drive it. If a car is insured anyone can drive it.
