If I live in a state that doesn't require car insurance, can I drive in a state that requires it?

My mother in law currently lives in NH and wants to come visit us in NJ. She does not have insurance on her car but in nj it is required. I have tried looking it up but can't find the right answer.

The general rule is if you are legal in your home state you are allowed in other states. However I have serious doubts about ANY state allowing driving without insurance (or the equivalent financial responsibility)

You're correct. New Hampshire doesn't require vehicle insurance as long as you can demonstrate financial responsibility for payment of others property damage and bodily injury. Quite a few other states, including my own, are the same way. So if your mother-in-law is very very wealthy, and can prove that she has the capability to pay for possibly thousands of dollars in property damage and another possible hundreds of thousands of dollars in medical expenses if she were to cause serious injury to a van full of people and put them in the hospital for weeks or months, then she doesn't require vehicle insurance. But unless she one of the just over 100,000 people in the US who are multimillionaires or multibillionaires, she'd best be covered by vehicle insurance before she sets out for New Jersey. I would doubt if you can drive in other states without insurance, but as for Montana you are exempt if you are in compliance with your states insurance law, but the law officers here might give you an argument since they don't bother to check other states laws. Wisconsin got the law last year.
