Should I buy a car with an open title?

Trying to buy a car from someone who has signed the title already but not registered the car. What can I do?

  • So I am trying to purchase a vehicle from someone in NJ, who bought the car from someone in GA. When he took delivery of the car, just as he should have he signed the title. When he went to have the title put in his name he was told they could not transfer the title because it had a 9 digit Japanese VIN number. Which in NJ cannot be registered or titled. GA, NC, FL allow this. So to my question. He signed the back of the title and NJ wont even let him transfer it back to his name so he can sell it. Is there anything I can do to buy this car? Bill of sale or anything?

    mail nothing but the title directly to nj and you will get a clean one mailed directly at you BAM!!! as easy as that.

Ive never heard of a 9 digit japanese vin or a state refusing a title for that reason. If the vin was normal, he would have to register it in his name, wait for it to come back and then you could buy it. You should have asked the DMV. Maybe a bonded title might help ?
