I want to buy a car from my next door neighbore but he doesnt have the title?

You do not mention what state you are in - the process varies considerably in different jurisdictions. He may have to put a mechanic's lien on the car, or claim it as abandoned property. For example, in Texas, the process of claiming an abandoned car takes several months, and the resulting new title is called a "bonded" title. Go to your state's DMV website to find out the exact process.

He has to get a clear title from the DMV to sell it to you. You must be at least 18 years of age or older to buy it. He has to file a mechanic's lien and after 6 months (in my state), he can then get the title and sell it to you. Each state is different.
