    First choose a theory I'd say a theory based on stages would be easiest e.g. Piaget or Freud. Then choose a stage within that theory e.g. Piaget might be Sensorimotor, Freud could be Oral. Then design a toy that is suited to characteristics of that stage and starting to extend into the next stage.
