Who is Kenya's president?

Who was the Vice-President that ran the country with humility when he rose to president?

• I recall in a History class I took several years ago there was a vice-president that became president after the elected president died (don't recall how, I know... it would help). When he became president, he would not sign bills into law or make non-emergency executive decisions because he didn't believe he was chosen by 'the people' to make those decisions, only the original President was. So he did not sign bills into law until he was elected president in the next election (which he was). Some of this may be swayed, but i'm pretty sure this was how it was played out... He only made serious military decisions, and kept the country from completely collapsing because he didn't believe had the right to be the voice of the people since he wasn't really the person people selected to run the country. Do you have any idea which Vice/President this was? or sounds like?
