C. In a polar covalent bond one of the two atoms partaking in that bond is more electronegative (it attracts electrons more strongly). In the covalent bond electrons will gravitate to this electronegative atom creating an unequal sharing of electrons in the covalent bond. Electro-negativity can be determined by looking at the periodic table and noticing that the trend for increasing electro-negativity goes like this:Electro-negativityy increases from left to right across the periodic table and from bottom to the top of the periodic table. This would tell us that F is the most electronegative element.
