Use double pole switches in both boxes. On each switch one pole is used to send hot to a light and the other pole on each switch is used to send hot to the fan. The fan is thus turned on by either switch and BOTH switches must be turned off to stop the fan. At the same time either switch can turn its light on or off. And if only one light is on the light and fan will be turned on/off by that same switch. You can do it with relays, or by replacing the single pole switches with two pole switches. Relays, you wire two relays, in parallel with the lights, and then wire the contacts in parallel, so if either relay is on, the fan goes on. Double pole switches, see link below. You wire one pole of each to the lights as before, and the other poles from both switches are connected together to drive the fan.
