The product of RC IS the time constant. Relaxation time depends on the circuit. A capacitor alone does not have a time constant, you need a resistor. That applies to either a 470µF cap or a 1000µF cap. But if they both have the same value of resistance across them, or in series, the time constant with the larger cap will be about twice that of the smaller one. .

The time constant,RC is the rate of how quickly the capacitor discharges. The larger the time constant, the slower the capacitor discharges, since Charge=original charge*e^(-t/RC). Therefore the larger the capacitance the longer the capacitor will take to discharge.

I forgot the formulae , but it should be T = 1/RC jus replace the C== 470 for equalization .
