    Ok, so....look; "Para" is kind of saying "To" or "For", it is used when you are trying to give directions to someone, or when you are trying to give something to someone, or just to explain or ask. Like "Para que es?" (What is that FOR?), or "Es PARA el uso del publico" (It is FOR the use of the public). And when you are using "Por" is kinda saying "by".
