Why is the scope of practice important for nurses?

Can somebody please explain this thought in detail--"no interruption in practice for more than 2 yrs"?

The DHA (Dubai Health Authority) have these eligibility criteria for Registered Nurses to take the DHA exam: 1.2.1 Approved Bachelor degree or its equivalent degree in nursing of not less than three (3) years duration 1.2.2 Current license to practice in home country/ and or country of last employment 1.2.3 Recent practice (no interruption in practice for more than two years), new bachelor degree graduates are exempted from experience requirements Everyone interprets the phrase "no interruption in practice for more than two years" to be "nursing experience for 2 years" As for me, anybody can take the exam so long as they have the first 2 requirements and no experience gap for more than 2 years. I'm asking all English professors and grammar conscious individuals to please help me truly decipher this phrase so that I can assert that I don't need 2 years experience to be able to take the DHA exam.   Sorry, as the sentence stands, the requirement is to be in active nursing practice for the two uninterrupted years immediately before the exam, unless the person's bachelor degree is more recent than that. "For" a length of time implies continuous service. If the rule was talking about a gap in service, it would say "of more than two years."
