How do I make it so I can switch out my pokemon without using a turn?

Ok, so i'm playing pokemon SoulSilver and I'm trying to level up my Riolu. I decided to bust out the classic "fight the elite four with my strongest pokemon and alternate my weak pokemon in and out after one of my opponents pokemon dies" trick. Well, I put my Riolu in first place and switched it out for my lvl 100 Lapras for the first turn. After my Lapras takes out Elite Four Will's first pokemon, my opponent sends out his next pokemon and it never asks me if i'd like to switch out my pokemon before he sends out his. WHAT DO I DOOOOOOO?!?!?!/
