Well, there are a couple reasons... 1) Have you checked and can guarantee that Shift+Ctrl+C is the keyset? 2) Perhaps Sims 3 doesn't have cheats? 3) If I am wrong about those two, perhaps your laptop has stickykeys, togglekeys, etc. turned on? I don't know, I haven't been playing Sims 3 for very long, but all the cheats work for me...
